RH DOSSIER / Armed partner / force

Wagner Group

Purpose
A Russian mercenary and commercial network used for combat and overseas influence. Its activities combine state interests with those of its own commanders and businesses. [13][34]
Size and reach
The White House estimated 50,000 personnel in Ukraine in January 2023, including 40,000 convicts. This is historical, not the size of today’s fragmented or successor networks. [34][15]
Why this alignment
It supplied manpower and overseas leverage for Moscow, while gaining opportunities for influence and revenue. The 2023 leadership rupture and later Africa Corps takeover changed the relationship. [34][13][15]

01 / STATE RELATIONSHIP

Russian state / Kremlin-linked network

The EU documented Wagner's overseas activities in 2021. Subsequent UK statements describe replacement and takeover by Africa Corps while continuing to discuss Wagner-linked influence.

02 / CONTEXT IN THE RECORD

What to know

Wagner and Africa Corps are separate map entries to make the transition visible. Their footprints and legal aliases should not be added together as independent force totals.

Where the evidence stops

This is a legacy and reorganization record, not a claim that the pre-2023 organization, leadership or deployments remain intact.

The cited dates establish the scope of this record. They do not confirm current operational capacity, complete membership or a present-day legal designation.
