THE PERSON

Fradkov built his career inside Russia’s state-backed trade and finance system. After graduating from MGIMO, he worked in Vnesheconombank’s U.S. operation, later moving through senior banking and export-support roles. He led export credit insurer EXIAR and then the Russian Export Center before taking over Promsvyazbank in 2018. [5] [6]

His father, Mikhail Fradkov, served as Russia’s prime minister and later director of the SVR foreign intelligence service. That places him within a prominent state-service family. The family connection is documented; its influence on particular appointments or decisions is not established by this source record. [3]

His strongest documented source of authority is his chairmanship of PSB. Treasury described the bank’s role in financing Russia’s defense industry and servicing state defense contracts. [3]

A seat in industrial policymaking

PSB’s May 2026 account records his reelection as deputy chairman of the Russian Engineering Union and his advocacy for defense-order fulfillment. It is a second institutional role to track alongside his bank leadership. [7]
